Frederick J. Jackson, MPP, CPM Police Captain | Maritime Law Enforcement Specialist | Tactical Instructor

Frederick "Rick" Jackson is Captain of the Denville Township Police Department, where he supervises Support Services and Patrol, serves as Internal Affairs Officer and Public Information Officer, and oversees training and NJSACOP accreditation. Rick has been

with Denville since 2005, he has advanced from Patrol to Detective, Sergeant, Lieutenant, and currently holds the rank of Captain.

From 2013 to 2024 he served on the Morris County Sheriff’s Emergency Response Team as primary team leader and tactical operator, completing well over five hundred missions, including protective details for the President, First Lady, and Vice President. 

A U.S. Coast Guard Maritime Law Enforcement Specialist since 2000, now Chief Warrant Officer 3, he has served with Sector New York and New Orleans boarding teams, Southwest Border operations, Port Security Unit 301, TACOPS in the Port of New York and New Jersey, and aboard USCGC Bainbridge Island.

Law enforcement officers are routinely first on scene, yet they often receive far less structured training than other disciplines in identifying evolving hazards before committing people into an incident. That gap is why Frederick is with VISTA: to keep Law Enforcement Officers safe. He brings the perspective of a working police commander, tactical team leader, and maritime law-enforcement officer who has made high-stakes decisions with incomplete information, and he uses that experience to strengthen practical risk assessment, interagency coordination, and training that holds up under pressure, so firefighters, EMS personnel, law enforcement officers, and other responders can identify critical hazards before they step in.
